Study for preparation of road map for capacity building and strengthening of State Nodal Agencies
The pace of growth in the Renewable Energy(RE) sector in the country has accelerated significantly in the recent past and will continue to increase in the future. The State level Nodal Agencies (SNAs) were set up to carry out MNRE’s mandate and implement RE projects and programmes. SNAs are going to play a pivotal role in achieving the targets set by Government of India for Renewable Energy Development. Therefore, it is important to build the capacity of SNAs and to prepare them to take up this challenge.
Under the Asia Pacific Partnership program, PA Consulting on behalf of United States Agency for International Development and Ministry of New and Renewable Energy has undertaken a study for preparing Road Maps for SNA’s capacity building and strengthening. In consultation with MNRE, six SNA’s identified are from Andra Pradesh, Chhattisgarh, Himachal Pradesh, Rajasthan, West Bengal and Pondicherry. The SNA Study is being conducted by World Institute of Sustainable Energy (WISE), Pune, PA’s implementation partner.
Key features of the study are:
- Study of the current status of each of those selected SNAs from a holistic perspective of equipping them for current and future challenges so as to gear them up for playing a much more productive role for promotion of RE in their respective States in line with the GoI 11th Plan proposal for the sector.
- Preparation and implementation of a Road Map for institutional development and capacity building for strengthening of these SNAs. With a focus on implementation with intent of introducing innovation and new business approaches such as working with the private sector and risk mitigation in RE projects.
- Development of a business plan to make SNAs as self sustaining entities. As a part of the business plan, identification of all potential revenue streams and providing recommendations for generating revenue from new sources.
- As a part of the road map, development of an organogram for each SNA along with job-description for all professional positions.
- Identification, designing and implementation of a training plan for each SNA to broadly cover:
- Capacity building requirement as per the business plan suggested.
- Training requirements for long term and moving organization basis so that SNAs can keep pace with future developments in policy, technology, financing etc.
