The DRUM program assists MGVCL by helping MGVCL create a center of excellence. The center serves as a model to be both scaled up and replicated elsewhere in MGVCL (and other utilities). DRUM consists of technical assistance (TA), training needs assessment (TNA), and funding.

All villages of Umreth are mainly connected through roads, whereas the Umreth town is connected with roads and broad gauge railway tracks.
Mostly the people of all villages of Umreth have to depend on Umreth Town for their day to day marketing and other commodities. All villages are having with facility of primary education and some of them are also having with secondary education to. Umreth is one of the ancient towns, which is popular for ‘SARI’ business. The Gujarat Industrial Development Corporation (GIDC) has operations at Umreth as well as at Bhalej. Bharat Oman Refineries having 3000 KVA is biggest industry running near Umreth at village Thamana.
The whole localities comprise a dense trees growth and as a result some band saw activities are also situated near the village called Pansora. Most of the public of said villages is farmers and they have to depend upon agriculture crops, for which they have to rely on the canal facility as well as on electric pump sets.
All the villages of Umreth Taluka are electrified since long, and they are covered under Jyotigram Yojana scheme since 2004-05. As a result, all are getting facility of 24 hours power supply for their residences, commercial and industrial activities.
Electrical Supply
As of July-2009 the power is supplied to all the consumers of DRUM site through eleven 11 kV feeders from 66 kV Umreth Substation, six 11 kV feeders from 66 kV Chaklasi Substation, and six 11 kV feeders from 132 kV Ode Substation and five 11 KV feeders from 66 KV Palaiya Substation. The network comprises 880 kms 11 kV line, 884 kms L T Line and 1166 transformers.
Administration and Customer Base
The administration of MGVCL in Umreth area is through two offices, viz. Umreth Rural Sub-division for rural areas and Umreth town sectional office for the town area. The present status of consumer being served by these offices is as under.

Structure of the Umreth Sub – Division
A Deputy Engineer heads the sub-division office. The sub-division is the administrative, accounting and technical office and forms the smallest field unit in the organization structure of MGVCL. The sub-division is staffed with technical and accounting personnel to manage the various activities.

The Subdivision is headed by a Deputy Engineer who is supported by two junior engineers (JE’s) and a Deputy Superintendent of Accounts (DSA). The JEs are responsible for managing the technical activities and counseling the customers and are supported by a team of line inspector, linemen, village helpers, and assistant linemen. The DSA, on the other hand, manages the commercial activities (for example, meter reading, billing, collections, record management, etc.) and is supported by a team of assistants. The overall strength of the sub-division (including the support staff) is 74.
Out of 34 helpers, 26 helpers are based in the villages and manage about two to three villages each. The remaining helpers are based at the sub-division office and are a part of 16 member team called “local gang” which is responsible for attending trouble calls (when not resolvable by the local helper), rectifying HT/LT lines and DTR failures and new connections.
On the accounting side, 2 of the 12 junior assistants are assigned to window collection at the sub-division office. Additional facility is provided for collection of energy bills through Any Time Payment (ATP) kiosk. The remaining team looks after billing, resolving complaints and customer records management. |

The Section office is headed by a Junior Engineer. The overall strength of the section office (including the support staff) is 19.
On the accounting side, 1 junior assistant is assigned to window collection at the section office. Additional facility is provided for collection of energy bills through Any Time Payment (ATP) kiosk. The remaining team looks after billing, resolving complaints and customer records management. |
