Background and PerspectiveDRUM Program
The DRUM program assists the Bangalore Electricity Supply Company Limited (BESCOM) by helping BESCOM create a center of excellence. The center serves as a model to be both scaled up and replicated elsewhere in BESCOM (and other utilities). DRUM consists of technical assistance (TA), training needs assessment (TNA), and funding.

The distribution business was unbundled in the year 2003, and the following four DISCOMs were formed.
- Bangalore Electricity Distribution Company Ltd,
- Hubli Electricity Distribution Company Ltd,
- Mangalore Electricity Distribution Company Ltd,
- Gulbarga Electricity Distribution Company Ltd.
Out of the 13 million customers in the state of Karnataka BESCOM has 5.3 million customers, thus making it the largest ESCOM (in terms of number of customers) in the state. The following pie chart summarises the category wise number of customers of BESCOM. Seventy-eight percent of the customers belong to domestic category in BESCOM.

BESCOM has a comprehensive website www.bescom.org, which has detailed information about the organization structure of the company, the contact numbers, the mission statement, details about the APDRP schemes that are currently being implemented, etc.. The mission statement of BESCOM, as stated in its website is as follows:

About Dodaballapur
The Dodaballapur town has been electrified on 30 March 1932. The distribution system has been extended over years to cover all villages in the Taluka. |
Structure of Dodaballapur Subdivision
The sub-division office is headed by AEE Operations. The subdivision is the administrative, accounting and technical office and forms the smallest fieled unit in the organization structure of BESCOM. The sub-division is staffed with technical and accounting personnel to manage the various activities.
The sub division has multiple sections. Each section has an AE. The AE is supported by line staff, over-seers and meter readers. The AAO heads the account work. He is supported by senior assistant, juniors, cashiers and bill distribution boys. The technical aspects are under the supervision of AE Technical. He is supported by driver for jeep / lorry, peons, record keeper and armed security guard.

Electrical System
There are close to 1600 distribution transformers in the subdivision. These 1600 transformers have varied capabilities ranging from 15 kVA to 500 kVA. There are 64 HT consumers in Dodaballapur subdivision. Electronic trivector meters have been provided in all the 11kV feeders of the subdivision.
